Cyber Security
The increasing reliance on the cyberspace brings new opportunities, but at the same time new threats. Cyber criminals are becoming more sophisticated, and continue to develop malicious software and devise improved methods for infecting computer systems and networks. Cyber criminals are adapting their tactics, as new defences are implemented. The cyberspace is being used as a platform to compromise critical infrastructures and commit crimes such as fraud, theft of sensitive data, amongst others. Cyber criminals can operate from anywhere in the world, targeting large numbers of people or businesses across international boundaries, and there are challenges posed by the scale and volume of the crimes, the technical complexity of identifying the perpetrators as well as the need to work internationally to bring them to justice. The Internet opens new opportunities to cyber criminals and enables aspiring criminals to enter the environment, based on a belief that law enforcement struggles to operate in the online world

Departments within the Cyberspace

  • Computer Emergency Response Team of Mauritius (CERT-MU)
    The Computer Emergency Response Team of Mauritius (CERT-MU - https://cert-mu.govmu.org/) is legally mandated and operates as a Department since December 2021. The CERT-MU plays a crucial role for coordinating cybersecurity response activities, promoting cybersecurity at national level, monitoring Internet threats and taking appropriate remedial measures. CERT-MU also forms part of a forum of CERTs around the world and plays an important role at regional and international levels. In February 2023, the CERT-MU has been nominated as the global ITU Academy Training Centre for capacity building on cybersecurity and conducts the regional and continental level cyber drill exercises. CERT-MU have been representing Mauritius on different international cybersecurity initiatives namely UN Open Ended Working Group, Group of Governmental Experts, Ad hoc Committee, Colombo Security Conclave amongst others.

  • Information Technology Security Unit (ITSU)
    The Information Technology Security Unit (ITSU - https://itsecurity.govmu.org/) operating under the aegis of the Ministry of Information Technology, Communication and Innovation (MITCI), acts as a key contact point for information security in Government. The Unit provides its services within the Civil Service across Ministries and governmental departments for innovative public service delivery. The IT Security Unit is a strategic facilitator in ensuring that information systems in the Civil Service are secure. ITSU aims to establish sound cybersecurity practices by disseminating knowledge through awareness sessions, promoting the implementation of international Information Security standards with their compliance and overseeing IS audits and incident handling within Government.

  • Mauritius Police Force
    The Mauritius Police Force is represented by its Cybercrime Unit and the Police IT Unit.

  • Mauritian Cybercrime Online Reporting System (MAUCORS)
    The Mauritian Cybercrime Online Reporting System (MAUCORS - https://maucors.govmu.org/) is the national online platform for reporting cyber incidents. It is a centralised system that connects the CERT-MU, the Cybercrime Unit (Mauritius Police Force), the Data Protection Office and the Information Communication Technologies Authority (ICTA). The system allows citizens and organisations to report cyber incidents such as phishing, malicious attacks, scams, frauds, online harassment, identity theft, cyber bullying, sextortion, amongst others.

  • MAUSHIELD
    Maushield (https://maushield.govmu.org/) is an automated platform for sharing cyber threat intelligence in a real-time and in a secure and confidential manner. The system is mainly used by organisations for the sharing of cyber threat information and develop a better understanding of the different techniques used by cybercriminals to conduct attacks. Cyber Threat intelligence provided by Maushield helps organisations to improve on their defense capability and stay on top of current trends and emerging threats.

  • MauHNET
    The Mauritius Honeynet Project (https://mauhnet.govmu.org/) has been developed by the CERT-MU to keep pace with the evolving cyber threat landscape. The system mimics the services of critical organisations and acts as a trap for luring cybercriminals. The system projects real-time attacks and help to identify attack patterns, tactics, techniques and procedures.

    The ICT Authority is tasked with the function to be the Controller of Certification Authorities (CCA). In order to discharge this function, the ICT Authority proceeds by licensing and supervising Certification Authorities for the Mauritian Public Key Infrastructure.

  • MauSign CA
    In the rapidly evolving world of digital communication and commerce, ensuring trust and security over the internet is of paramount importance.

    The MAUSIGN CA is operated by the Mauritius Digital Promotion Agency (MDPA) and is licensed by the Controller of Certification Authorities (CCA) since July 2021.

    MAUSIGN CA forms part of the National Public Key Infrastructure ecosystem in Mauritius and serves as a custodian of online trust and authenticity.

    MAUSIGN CA is responsible to provide end-to-end digital certificate member services to citizens, public and private organisations, businesses and service providers.

    The MAUSIGN CA currently provides the following types of digital certificates and services: –
    • Digital Certificate for Citizens
    • Digital Certificate for Organisations / Servers
    • ASP Certificate for Service Providers

    (E-Sign Service)The E-Sign service allows citizens who are holders of a MauPass 2FA account to interact with Application Service Providers and digitally sign electronic documents/transactions with the service provider.
